Woodburn Target Industry Analysis

The City of Woodburn has conducted a Target Industry Analysis in order to provide the City with a current independent analysis of Woodburn's economy and to identify the City's economic opportunities and the best use of the Southwest Industrial Reserve Area and other identified development sites within the city. Before making investments in, developing new, or changing existing policies to regulate use in these development areas, the City wants to understand the characteristics of businesses that may reasonably be expected to locate on the sites such as wages, job density, and other impacts. This analysis provides this information and helps inform Woodburn decision-makers as they consider the City's potential role in development of these development areas. Woodburn-Gervais Enterprise Zone Program

The Woodburn-Gervais Enterprise Zone provides an abatement of property taxes to eligible businesses on qualifying investments for a period of three (3) up to five (5) years. The City of Woodburn Urban Renewal Agency is providing an incentive program designed to promote improvement to buildings within targeted redevelopment areas. By enhancing the appearance of buildings, the program serves to improve the area's overall economic viability. Tourism Development Plan

The City of Woodburn has partnered with the Woodburn Area Chamber of Commerce to implement a local Tourism Development Plan. Want to learn more about the Woodburn Tourism Development Plan?

If you have a tourism attraction, event, or activity and would like to participate in the tourism asset inventory and climate survey and be listed in the City and Chamber resources, please complete the Woodburn Tourism Asset Form and Tourism Business Climate Questionnaire.


Tourism Advisory Committee Members Needed

Members to Make Recommendations to City Council, Chamber Board

The City of Woodburn and Woodburn Area Chamber of Commerce are seeking Tourism Advisory Committee members to assist with the implementation of the Woodburn Area Tourism Plan. The purpose of the Tourism Advisory Committee is to provide technical assistance, advice and recommendations to the Woodburn City Council and Chamber of Commerce Board of Directors to deliver the community's tourism vision and make Woodburn a destination of choice.

The Committee will focus on: 

  • Destination marketing in target markets to increase the number of visitors to the area.
  • Visitor servicing that provides information where/when/how visitors prefer to support longer stays and increased spending, plus education and training to help Woodburn deliver remarkable visitor experiences.
  • Destination development by working with partners to ensure tourism knowledge and expertise. The visitor perspective is considered in all significant local projects/ventures.
