Water and Sewer Bill Assistance - Mid-Willamette Valley Community Action Agency

The City has partnered with Mid-Willamette Valley Community Action Agency (MWVCAA) to provide assistance with water and sewer utility bill payments. Individuals may be eligible for the following assistance payments:

  • Regular/Standard Payment – The standard water assistance payment has a floor (minimum) of $100 and a ceiling (maximum) of $1,000, determined by the individual household’s utility bill need. Households who receive a regular payment are not required to have a past due or shut-off notice. Households may only receive one standard payment.
  • Crisis Payment – A payment with the same floor to ceiling range as the regular/standard payment, based on actual need, may be paid to help alleviate an existing crisis. Households must have received a regular payment prior to receiving crisis payment. Households may only receive one crisis payment, unless Oregon Housing and Community Services grants approval of an additional payment.

To qualify:

  • Have a water bill in an adult household member's name. **If your water bill is in your landlord or property management company's name, contact your local Community Action Agency to discuss and apply, as there are some extra steps in that case.
  • Be under 60% State Median Income, as shown in the chart below. Note: Gross income is income BEFORE taxes.

Water and Sewer Bill Assistance - Love INC

The City's Water and Sewer Utility Assistance Program is also available for eligible customers needing assistance with their City of Woodburn water and sewer utility bill payments.   The City has partnered with Love INC of North Marion County to administer the program.
