Today, the Woodburn City Council met in Executive Session to confer with its Legal Counsel and City Staff on Marion County’s intent to operate a COVID-19 Isolation Shelter in Woodburn starting July 1, 2020. At the conclusion of the Executive Session, the Council then convened a public meeting where it unanimously approved a motion authorizing the City to initiate enforcement action against Marion County, up to and including litigation, to ensure that Marion County is in compliance with Woodburn land use regulations applicable to 821 Evergreen Road (Super 8 Hotel).
After today’s meeting, City Administrator Scott Derickson said, “We have heard our community's overwhelming concerns over the lack of transparency and opportunities for public involvement in Marion County’s siting of a COVID-19 Isolation Shelter in Woodburn. But more so, the City finds the County’s facility to be in violation of current land use law and illegal to operate at its current location. The City is obligated to enforce its laws regardless of who may be in violation. We hope this matter can be resolved quickly and amenably.”

The City of Woodburn is aware that there are growing concerns regarding Marion County’s proposed COVID-19 Isolation Shelter.
On June 16, 2020, the City learned about Marion County’s Department of Health & Human Services’ intent to convert the 81-room Woodburn Super 8 Motel into a COVID-19 Isolation Shelter. The shelter will house individuals with confirmed exposure to COVID-19. These types of isolation facilities are included as part of Governor Brown’s phased reopening requirements.
This is not a City of Woodburn project, nor was the City included in the County’s planning efforts. Upon learning of the pending operation of a COVID-19 Isolation Shelter, City officials reached out to Marion County seeking additional information specifically related to public safety impacts and mitigation, potential land use issues and the need for public outreach and input prior to operating the facility. Our conversations with the County remain ongoing.
Marion County’s Woodburn Shelter is intended to serve people who, after a confirmed exposure to COVID-19, do not have access to a residence where they can safely self-isolate without posing risk to others. The City has been informed that this will include inmates being released by the Oregon Department of Corrections, the Marion County Jail, farmworkers, houseless and possible others. As part of the County’s plan, there will an onsite nurse, project manager, security arrangements and a required Code of Conduct Agreement with residents, who will be housed for up to two-week intervals.
The County intends to begin operations on July 1, 2020. The first phase of the facility is planned to operate for 9 months with possible extensions in the future.
It is expected that the Woodburn City Council will review this issue prior to the proposed July 1, 2020 date of operation. As appropriate, the City will provide additional information to the Community.
Marion County Health & Human Services (MCHHS) provided the following answers to questions asked by the City of Woodburn (COW)
COW Q1: How was the location chosen?
MCHHS A1: We reached out to several hotel owners to pursue an agreement. We had very limited options, one in Salem and one in Woodburn that were willing to enter into a block room lease agreement. Ultimately, the Woodburn location was selected because it provided the best layout to protect the health and safety of the guests, staff, and the community as a whole and had sufficient size (81 rooms). This was the only hotel available to us that was willing to have hotel staff maintain 24/7 coverage to continue day to day operations.
COW Q2: How long is the program expected to last?
MCHHS A2: The current lease is for 9 months. We anticipate the project to end at that time, unless the impacts from COVID-19 on our community require that we extend the lease to maintain sufficient isolation and quarantine capacity.
COW Q3: How many guests or patients would be staying on-site?
MCHHS A3: This number will fluctuate. The facility has 81 individual rooms. We expect that most individuals will be in the room alone, unless they are a parent accompanying a child, or a family. We do not expect the facility to be full at all times. Based on historical estimates the daily occupancy will be in the 10-15 range, but we required sufficient capacity in case of a large scale outbreak.
COW Q4: Will medical care be provided to guests, and to what extent?
MCHHS A4: We will have a nurse on-site daily to monitor symptoms of guests. We will have staff on-site 24 hours a day to respond to any patient needs that arise. If additional medical care is needed, individuals will be sent to the hospital. No direct medical services will be conducted on the hotel grounds.
COW Q5: How will food and beverage services be provided?
MCHHS A5: We are working with several food vendors in the area to create menus for guests to place orders. Orders will be delivered to the facility doors, then hotel staff will deliver the meals to individual rooms by leaving the food at the door. They will then call the guest to let them know food is outside of their room. These will be contactless deliveries on every end.
COW Q6: What are the details on the Standards of Conduct Agreement and what security will look like on-site?
MCHHS A6: The Standards of Conduct Agreement must be signed by each individual staying at the facility. Guests will agree to remain in their assigned rooms for the duration of their stay, and to notify staff if at any point they need assistance. No weapons of any kind will be permitted on the property. The Marion County Sheriff's Office will be monitoring the facility 24/7.
COW Q7: Will any part of the hotel remain open to the public?
MCHHS A7: No. The county is leasing the entire facility and no one will be permitted inside other than staff or those who are in isolation.
