Utility Services Licensing Program
On November 23, 2020, the Woodburn City Council adopted a Utility Services Ordinance and Fee Resolution, which became effective on January 1, 2021. The new program requires companies providing communications, electricity, natural gas or owning facilities that are not subject to a current franchise agreement to obtain a license in order to provision services throughout the community.
The City’s rights-of-way (ROW) includes 128 miles of roads, sidewalks, and other lands reserved for public benefit. Woodburn’s Utility Services Licensing Program ensures that the public is fairly compensated by providers that use its ROW. This video explains what the ROW is and how the City fairly and effectively manages its use.

Prior to utilizing the ROW for the provision of utility services, providers must complete and submit a Business Registration Form and Utility License Application. Forms can be submitted via e-mail finance@ci.woodburn.or.us or by US mail to:

If application forms are submitted via e-mail, City staff will reach out to secure the application fee once the applications are received.
In addition to having business registration and Utility License Applications approved, providers must also submit the Franchise Utility Permit Application prior to performing work in the ROW. Licensees are also required to submit quarterly reports. Relevant forms are available below:
