City Council Approves Scaled-Back Community Center Project, No Additional Cost to Taxpayers

At the January 27, 2025, City Council meeting, members voted to move forward with a revised plan for the community center project, capitalizing on the $15 million grant awarded to Woodburn by the State of Oregon. This funding will allow the City to use available resources to upgrade the existing Aquatic Center and expand it to incorporate essential community center features without incurring additional costs to local taxpayers.

In 2021, Woodburn secured a $15 million Lottery Bond Grant during the Oregon Legislative Session to help design and partially fund the construction of a community center. After a $40 million bond measure failed in the November 2024 election, the City worked closely with state officials to develop a new vision for the project to ensure the Lottery funding could continue to be used locally to serve the Woodburn community. As a result, the state has tentatively approved a revised plan with a $20 million budget, which combines the $15 million grant with an additional $5 million from Parks & Recreation System Development Charges (SDCs). SDCs are fees collected from developers, that can only be used to expand parks and recreation facilities.

Project Highlights. The scaled-back community center will prioritize essential upgrades and new amenities identified by the 22-member citizen advisory committee, aligning with the project's new funding. The planned improvements will include:

  • Aquatic Center Renovations: Structural repairs, equipment upgrades and enhanced safety and accessibility features.

  • Event Space: A 3,400-square-foot dividable venue with a commercial kitchen for community events, cultural celebrations, and large gatherings.

  • Fitness Facilities: Cardio and weight training spaces, plus group fitness areas.

  • Locker Rooms: Improved accessibility and increased capacity.

  • Reception and Lobby: A redesigned entryway for better functionality and access.

  • Expanded Parking: Additional spaces with electric vehicle chargers and accessibility improvements.

  • Future Expansion: The facility will be designed to accommodate a gymnasium if funding becomes available.

Anticipated Project Timeline

  • Winter 2025: Revise programming plan, facility layout, and cost estimates.

  • Spring-Summer 2025: Finalize design and construction documents.

  • Fall 2025: Secure permits and select contractors.

  • Fall 2025–Winter 2027: Construction phase.

  • Winter 2027: Grand opening.

The City is also working to secure additional grant funding assistance for site improvements to Settlemier Park, including new playground equipment and Mill Creek trail connections. The evolution of the Community Center project demonstrates the efficient use of available resources to provide a modern, accessible facility for the community. By leveraging the state grant and other dedicated funds, the City is able to meet the needs of community members while making a long-term investment in Woodburn’s future.
