Notice of Public Hearing Exemption From Competitive Bidding for a Public Improvement Project – Woodburn Community Center

Pursuant to ORS 279C.335, a local contract review board may exempt specific contracts from traditional, competitive bidding by showing that an alternative contracting process is unlikely to encourage favoritism or diminish competition and will result in cost savings to the public agency.

 

The City of Woodburn is seeking a Construction Manager/General Contractor (CM/GC) for the Woodburn Community Center Project through an alternative procurement method. The project involves a renovation of the City's existing aquatic center into a multi-purpose community center that would add approximately 17,000 square feet, bringing the total facility size to roughly 32,000 square feet. The alternative procurement will be conducted through a competitive Request for Proposals (RFP) process, with evaluation criteria focusing on contractor experience, qualifications, value engineering capabilities, and pre-construction costs.

The Woodburn City Council will receive comments from the public on findings in favor of an exemption at its next regularly scheduled Council meeting held at Woodburn City Hall at 270 Montgomery Street, Woodburn, OR 97071 on February 24, 2025 at 7:00 p.m.  Findings in support of the exemption will be posted on Wednesday, February 19, 2025, at the City's webpage (https://woodburn-or.gov/meetings).
