Description: Proposal to redevelop the site of the demolished Young Street Market, which burned down February 5, 2018, as an unnamed apartment complex of 4 buildings totaling 94 apartments. Tax Lots 051W17BC06800 [primary] and 051W18AD08400 totaling 3.51 acres.
Includes "half-street" improvements to Young Street along the north and a request to not construct half-street improvements along the unimproved "Joyce Way" right-of-way (ROW) along the west side of the property, proposing instead a public bicycle/pedestrian path.
Variance request to vary from Woodburn Development Ordinance (WDO) 3.01.07C, Table 3.01A row 1b, by not providing Bicycle/Pedestrian Corridor RR2 along the south property line at the minimum width of 20 feet (ft) and a paved path itself at minimum width as a Class B facility per 3.01.07D.2b with pavement minimum width 10 ft per WDO interpretation memo INT 22-0608.
