Woodburn Parks Master Plan
The City of Woodburn has updated its citywide Parks and Recreation Master Plan (PRMP) in 2024. The PRMP
determines the future direction for Woodburn parks, open spaces, trails, and recreation programs for the next
ten years.
The plan:
- Informs how we prioritize recreation projects and programs.
- Guides how we add parks and trails and expand programs to serve the community’s needs.
- Aids us in ensuring that sufficient funds are available to maintain and/or expand parks and recreation facilities and programs.
Overview
Woodburn's current PRMP was adopted in 2024. Woodburn has become one of the fastest growing cities in Oregon and demand for parks and recreation has increased. To expand parks and recreation, we needed to better understand what’s important to everyone in the community.
The PRMP outlines how to meet the needs and wants of our changing community now and in the
future. It will also:
- Assess the condition and accessibility of parks and facilities.
- Identify future demand for the park system and services.
- Identify how to improve maintenance at existing facilities.
- Develop ways to make the park system more sustainable — both ecologically and financially.
- Promote awareness of park services, programs, and offerings.
