Divisions and Units
Operations Division
The Operations Division, commanded by Lieutenant Kimberlin, is responsible for delivery of police services by uniform patrol officers to our community. The Division is staffed with one Lieutenant, four Sergeants, two Corporals, one Mobile Crisis Response Team officer, two traffic officers, two canine officers and 18 patrol officers.
Patrol officers are deployed on 12-hour shifts; day shift from 6:00 am to 6:00 pm and night shift from 6:00 pm to 6:00 am. Division personnel are on duty 24 hours per day, 7 days per week.

Lieutenant Keith Kimberlin has been a dedicated member of the Woodburn Police Department since November 2004. He began his career as a patrol officer and quickly took on specialized assignments, including a brief stint with the Marion County Meth Strike Force in 2008, followed by reassignment to the Woodburn Detectives Division in 2009. In 2010, he was promoted to corporal and assigned to the South Metro Gang Task Force, where he served for two years before returning to patrol in an acting patrol sergeant role in 2012. He was promoted to full-time patrol sergeant in January 2013, a position he held for six years, before transferring to the Criminal Investigations Unit (C.I.U.) as a sergeant in May 2019. Community Response Division
The Community Response Division, commanded by Lieutenant Stewart, is responsible for a variety of functions and tasks within the police department, including: criminal investigation of felony and misdemeanor crimes, providing law enforcement services in Woodburn schools, enforcement of city ordinances, and crime prevention and community engagement activities.
The Division is staffed by one Lieutenant, one Sergeant, three detectives, and two community services officers. The Division personnel primarily work during business hours, Monday through Friday.

Lieutenant Adam Stewart has been a valued member of the department since 2007. Over the years, he has served in a wide range of roles, including patrol officer, community service officer, K-9 handler, training officer, and various supervisory positions. His dedication to public safety, commitment to professional growth, and mentorship of fellow officers have been central to his career.
In addition to his extensive on-the-job experience, Lt. Stewart has pursued advanced education and specialized leadership and public safety training, strengthening his expertise and impact within the department.

Support Services Division
The Support Services Division, led by Support Services Sergeant Hershberger, handles several business-related functions within the police department. Responsibilities include police records management, property and evidence control, and providing quartermaster services to the department. The Division is staffed by one Support Services Manager, three Police Records Clerks, and two Evidence Technicians. The Division operates during normal business hours, Monday through Friday, 8:00 am to 5:00 pm.
