Chief's Office

The Chief’s Office is staffed by the Chief of Police, Deputy Chief of Police and the Chief’s Executive Assistant. The Chief’s Office provides department leadership and oversees budget management, policy, emergency management, department administrative matters, strategic plans and initiatives, chaplaincy program, and professional standards including: internal affairs, personnel & training and accreditation. Responsible for overall command of the department, the Chief of Police focuses on budget, growth and expansion of the department, policy development, and building, enhancing and maintaining relationships within the community. The Deputy Chief, while assisting the Chief with the listed endeavors, is responsible for overseeing day to day operations of the department.

 

CHIEF OF POLICE

Chief Millican began his law enforcement career with the Woodburn Police Department in April 1998 and has proudly served the community for over 27 years. A Woodburn native, Chief Millican has deep roots in the community he now leads, bringing both personal connection and professional dedication to his role.

Throughout his career, Chief Millican has served in numerous capacities, including Patrol, K9 Officer, and Criminal Investigations. His leadership journey within the department has included command positions as Sergeant, Lieutenant, and Deputy Chief of Police. In each role, he has demonstrated an unwavering commitment to public safety, integrity, and effective leadership.

Chief Millican holds a Bachelor of Science degree in Criminal Justice from Western Oregon University and is a graduate of the FBI National Academy (Session 274), the Senior Management Institute for Police, and the International Public Safety Leadership & Ethics Program. He is an active member of both the Oregon Association of Chiefs of Police and the International Association of Chiefs of Police, and also serves on the board of the Northwest Accreditation Alliance.

With his lifelong ties to Woodburn and decades of dedicated service, Chief Millican continues to lead with integrity, professionalism, and a strong commitment to the safety and well-being of the community he calls home.                                                                                                                  

DEPUTY CHIEF OF POLICE

Deputy Chief Shadrin has proudly served with the Woodburn Police Department since November 2006, bringing over 18 years of dedicated service to the community. His law enforcement career began with the Washington County Sheriff’s Office, where he served as a corrections deputy from 2004 to 2006.

Throughout his career, Deputy Chief Shadrin has held a wide range of assignments and leadership positions, including Lieutenant over both the Community Response Division and the Operations Division. His diverse experience also includes serving as a member of the Tactical Services Unit, firearms instructor, EVOC instructor, field training officer, detective supervisor, and supervisor of the Field Training Evaluation and Canine Programs.

He holds a Bachelor of Science degree in Criminal Justice from the University of Phoenix and is a graduate of several prestigious programs, including the FBI National Academy (Session 282), PERF’s Senior Management in Policing (Session 90), and the International Public Safety Leadership and Ethics Institute.

A lifelong Oregonian with deep roots in north Marion County, Deputy Chief Shadrin is dedicated to ethical leadership, professional excellence, and community service. His commitment to public safety and engagement continues to make him a valued leader within the department and the community he serves.
